Hyderabad: IT and Industries Minister K T Rama Rao on Friday said that since State formation, the Telangana government has been working continuously to achieve the utopian objective of governance that is transparent and provides accountable service delivery with convenience to citizens as the central theme.
Speaking at the 24th National Conference on e-Governance at the HICC here, the Minister said Chief Minister K Chandrasekhar Rao always emphasized that the real test of technology lies in how it impacts and benefits every citizen.
Quoting Abraham Lincoln, Rama Rao said: “Democracy is a government of the people, by the people and for the people. The government which governs the least is the best form of governance.”
“Lot of process and technology interventions have been made by many State governments and the Central government to increase convenience and ensure transparent service delivery using e-governance. Still, there are issues in quality of services rendered by governments and the processes followed are still are archaic which can be improved,” he said.
The Minister said ‘MeeSeva’, in the first few years, was focused on improving citizen service delivery through the government departments. MeeSeva was completely re-engineered with technology and process changes and was rolled out as MeeSeva 2.0 in early 2017, he said.
“MeeSeva is a highly scalable platform serving on an average 1,00,000 citizens every day through 4,500 centres across the State. As per e-Taal of the union government, MeeSeva ranks first in terms of number of e-transactions per thousand population, he said, adding that about 21 crore citizens were served and Rs 27,000 crores worth of transaction seen since its inception.
To promote digital payments, the government has launched T- Wallet, a digital wallet in June 2017 which is now serving 2.8 crore citizens and with transactions at about Rs 14,000 crores so far, he said, adding that it was Anytime Anywhere digital payment option for everyone.
Pointing out that there were 60 crore smart phones in the country with the number increasing every day, the Minister said that in 2017, the State government decided that service delivery through mobile phone should be the focus area.
“As part of this, T App Folio, the m-Governance initiative of Telangana was launched in 2018 which enables delivery of G2C, B2C, VAS, and info services through the mobile platform. T App Folio is also the only App in the country that currently enables application and certificate services to be delivered to citizens,” he said.
T App is currently recording close to 10,000 transactions a day, Rama Rao said, adding that it currently hosts over 270 services from over 32 participating departments. “The State has made a transition from digitization to m-governance through e-governance in the last six years,” he said.
