Foreign students in Telangana under scanner for attendance, conduct and performance

The Telangana government has begun implementing the Immigration and Foreigners Act, 2025, requiring educational institutions to record and submit detailed information about foreign nationals and OCI cardholders. Institutions must furnish data such as passport details, course information, and academic performance to the FRRO within 24 hours of admission.

Hyderabad: Starting this year, attendance, conduct, academic performance among other details of foreign nationals and Overseas Citizens of India (OCI) cardholders studying in the educational institutions in the State will be recorded and monitored regularly.

The move comes as the Central government instructed the State government to implement the ‘Immigration and Foreigners Act, 2025’.

The Immigration and Foreigners Rules 2025 stipulate that every educational institution from school to the university admitting foreign nationals or OCI cardholders must furnish online the information pertaining to such students enrolled in their institutions via the Form-II to the Foreigners Regional Registration Office (FRRO). This information submission has been made mandatory to comply with Indian immigration laws and also to ensure national security.

Details, including passport and Visa/OCI No. surname, given name, date of birth, nationality, course name, pattern and duration, fee structure, and sponsoring agency, if applicable, — have to be mandatorily submitted within 24 hours from the time of admission. In addition, Form-III must be submitted for students who are provided with hostel accommodation.

Depending on the course pattern, academic performance – attendance, examinations conducted, results, general conduct of the student, and whether or not the student is eligible to continue the course – must be also provided to the registration office every semester.

Further, the student exit information and reason to exit the institution (course completed, discontinued by student or terminated) must be furnished to the registration office within 24 hours from the time of course completion or date of exit from the institution or course.

Following instructions from the State government, the Education department recently issued a memo directing heads of departments and universities to initiate steps to implement the Act in the State.

The Telangana Board of Intermediate Education recently issued a circular instructing all its junior college principals to submit Form-II to the jurisdictional police station to be forwarded to relevant authorities.
