Massive plans to develop rural Telangana to keep pace with rapid progress in State, says KCR

Hyderabad: Chief Minister K Chandrashekhar Rao made an impassioned presentation in the State Assembly on Thursday on the need to develop rural Telangana, particularly the Dalitwadas and tribal thandas, to keep pace with the rapid progress the State has witnessed in the past seven years.
The Chief Minister, while listing out the various initiatives that the government had implemented since 2014 for rural development, also spoke extensively about the future plans to transform villages in the State.
“We are working on a comprehensive plan to improve infrastructure facilities in villages whose population are predominantly Dalits and tribals. The plan would be implemented in two phases based on budgetary allocations,” he said during a short discussion on Palle Pragathi, an ambitious programme launched by the State government to change the face of villages in the State.
“The downtrodden should not feel that they are being neglected when it comes to providing infrastructure facilities in their villages. The effort is also aimed at their economic empowerment through schemes like Telangana Dalit Bandhu scheme and providing more amenities in their villages,” he said. The objective behind launching the Palle Pragathi programme was to ensure quick development in villages, and the changes in this direction are already perceptible across the State since the programme’s launch two years ago, Chandrashekhar Rao said.
Stating that the comprehensive plan was mooted since he was getting representations from legislators to sanction funds for laying of roads in Dalit and tribal areas, the Chief Minister said, “I sanctioned Rs 77 crore for Narayankhed but the representations continue to pour in. I then called for a meeting with Panchayat Raj Minister Errabelli Dayakar Rao, Chief Secretary Somesh Kumar and officials concerned to resolve the issue and asked them to prepare a report,” he said.
“Since we have funds in sub-plan, we can use them regularly. We will develop infrastructure facilities in Dalit and tribal areas in Assembly constituencies irrespective of the party that the MLAs represent. We won’t show any bias,” he said, adding that legislators should not have any doubts about the move to create infrastructure facilities. “We will complete it in two phases and render justice to the people,” Chief Minister said.
The State government was developing villages with a realistic approach, Chandrashekhar Rao said, and announced that like Basthi Dawakhanas established in GHMC limits, the State government has decided to set up Palle Dawakhanas in rural areas. Since health infrastructure needs to be improved as chances of outbreak of viruses like Covid-19 and Swine flu are high, the government decided to set up Palle Dawakhanas. “We have made all arrangements for establishing these health facilities and they will be operational soon,” he said.
Stating that the government was releasing funds to gram panchayats and Urban Local Bodies (ULBs) regularly, the Chief Minister explained that Rs 227.5 crore was released till October for gram panchayats and Rs 112 crore for ULBs.
“It’s on record and anyone can verify it,” he said, explaining the funds scenario of panchayats. Instructions have also been issued to chalk out village development plans with a slogan – ‘Plan Your Village’ – based on allocations from the State, 15th Finance Commission and revenue generated by the gram panchayats,” he said.
Pointing out the Reserve Bank of India said that Telangana was the fourth largest contributor to the country’s economy, Chief Minister said it indicates that progress witnessed by the State.
