No leave without approval: New HRMS rules for Govt Junior College staff in Telangana
The Intermediate Education Department in Telangana has mandated that all leave requests by teaching and non-teaching staff in government junior colleges must be processed through the HRMS portal. Leave without prior approval will be considered as unauthorised absence, attracting disciplinary action.

Hyderabad: The Intermediate Education Department staff, including government junior colleges teaching and non-teaching staff, henceforth have to avail their leave only after it is sanctioned by the competent authority through the recently launched Human Resources Management System (HRMS) portal.
Staff who fail to attend the office before the orders were issued on the presumption that leave would be sanctioned would be treated as absent from duty, Intermediate Education Director S Krishna Aditya said, adding that such staff have to face consequences and disciplinary action as well.
In a proceeding issued on Wednesday, Aditya asked the staff to apply earned, half-pay or commuted leave other than casual or compensatory leave to the competent authority at least 10 days in advance. They have to submit a medical certificate for leave on medical grounds and submit a medical fitness certificate at the time of rejoining duty.
Principals, District Intermediate Education officers and Regional Joint Directors have been instructed to verify HRMS portal every day and take decisions on the same day. Officials have also been directed to ensure a substitute is arranged before sanctioning leave, failing which action will be initiated as per rules.
