No proposal to trifurcate GHMC, HMDA to raise Rs 5,000 crore fresh loan: Minister Sridhar Babu
The Telangana government has no immediate plan to trifurcate the GHMC, Legislative Affairs Minister D Sridhar Babu told the Assembly. He said GHMC has not taken fresh loans in a year, while HMDA is seeking Rs 5,000 crore in new funding.

Hyderabad: The Congress government has no immediate proposal to trifurcate the Greater Hyderabad Municipal Corporation (GHMC), Legislative Affairs Minister D Sridhar Babu told the Telangana Assembly on Monday. However, he disclosed that the Hyderabad Metropolitan Development Authority (HMDA) is currently seeking fresh loans amounting to Rs 5,000 crore from debt market and nationalised banks.
Replying to a question by BRS deputy floor leader T Harish Rao in the Assembly, Sridhar Babu informed the House that the GHMC’s outstanding debt stood at Rs 4,707.81 crore as of the end of December 2025. He stated that no fresh loans were obtained by GHMC in the last 12 months. He informed that the present Congress government focused on debt restructuring to manage existing liabilities.
The State government had recently merged 20 municipalities and seven municipal corporations within Outer Ring Road limits into GHMC. Necessary amendments were made to the Telangana Municipalities Act and GHMC Act in the Assembly as well.
