Telangana govt announces Rs 20 lakh penalty for PG doctors violating bond

Hyderabad: To ensure strict compliance of Compulsory Government Service for medical postgraduates, the State government on Thursday announced heavy financial penalties and career-long bans for doctors who fail to fulfill their bond obligations.
A circular tightening the guidelines for Compulsory Government Service was issued by the Directorate of Medical Education (Academic), Dr K Sivaram Prasad.
A significant aspect of new guidelines is the penalty of Rs 20 lakh for PG Degree candidates and Rs 15 lakh for Diploma candidates, for violating bond conditions if a doctor fails to join or does not complete the service within a maximum window of 18 months.
Those who fail to fulfill the service will not be permitted to undergo further studies in government institutions and will be ineligible for government employment within the State.
Also, all PG Degree, Diploma, and Super Specialty doctors must complete their one-year mandatory service within 12 months of the date fixed in their posting orders. For those who received extensions to complete their postgraduate studies, the 12-month service period will be calculated from the actual date of course completion.
Leave eligibility is restricted during this period, with doctors only entitled to weekly offs, post-duty offs, and 20 days of casual leave and no other forms of leave permitted. Extensions beyond the casual leave will only be considered on pregnancy or maternity-related grounds and must undergo a formal verification process, the notification said.
