Telangana lags in land record digitisation race under new management information system
Telangana, once a frontrunner in digitising land records, has seen a significant decline in performance under MIS 4.0, slipping to 77.98% coverage. While most states completed the task, Telangana cited data transition delays and awaits Centre’s final updates.

Hyderabad: Despite being an early adopter of land record digitisation under earlier phases of the Digital India Land Records Modernisation Programme (DILRMP), Telangana has seen a significant decline in performance under the newly launched Management Information System (MIS)-4.0, slipping below national averages and its own previous standing under MIS-3.0.
The new MIS-4.0 was launched on October 15 last year, with all the States expected to complete data entry by July 14. The objective is to standardise and centralise land records across India, integrating real-time land information, reducing disputes, and curbing benami transactions. However, Telangana is the only State among major States to lag in completing the task.
As per official data of the Department of Land Resources at the Centre, Telangana has completed the Computerisation of Land Records (CLR) in only 77.98 per cent of its villages (8,534 out of 10,944) under MIS-4.0. This marks a sharp decline from the 93.08 per cent completion rate it recorded under MIS-3.0, where 10,190 villages had been covered.
While Telangana reported 10,190 digitised villages under MIS-3.0, that figure now stands at 8,534 under MIS-4.0 out of a total of 10,944 villages, suggesting discrepancies in data integration or delays in migration to the upgraded platform.
In contrast, several States, including Andhra Pradesh, Maharashtra, Gujarat, Tamil Nadu and Bihar have already achieved 100 per cent completion. The national average stood at 97.26 per cent. Even States like Jharkhand (99.36 per cent), Odisha (99.88 per cent), and Rajasthan (97.5 per cent) which were lagging in MIS-3.0, have surged ahead, showing significant improvement under MIS-4.0.
While the data on the Department of Land Resources website portrayed a grim picture, the officials in the State Revenue Department attributed the decline to pending data entry and technical inconsistencies during the transition. They informed that though the entire data had already been submitted, there was some delay on the part of the Centre and expected the data correction by this weekend.
However, it is unclear what led to the delay in uploading the data only in case of Telangana, but not other States.
