Hyderabad: Telangana State Electricity Regulatory Commission (TSERC) has prepared a draft regulation to amend principal regulation and call it the Telangana State Electricity Regulatory Commission (Fee) First Amendment Regulation-2022 that seeks to impose penalties on licensees if they fail to comply with the regulations.
TSERC Chairman T Sriranga Rao said the move was aimed at bringing discipline among the licensees/power distribution companies (discoms) in filing petitions including petitions pertaining to Aggregate Revenue Requirement (ARR), tariff/multi-year tariff petition, annual performance review petition and mid-term review petition among others.
The amendment was made in exercise of powers conferred on it under provisions of the Electricity Act- 2003 and all powers enabling it in that behalf. The Commission has also decided to receive suggestions or complaints, if any, from people before completing the entire exercise.
A public hearing would also be conducted to elicit the views of people. The regulation would come into force from the date of publication in Telangana Gazette. The discoms or power generation companies were supposed to file petitions within stipulated time. However, it was found that the discoms were not complying with the norms in filing the petitions prompting TSERC to make an amendment to its regulation.
A penal fee of Rs 5,000 per day for the first 30 days beyond the specified time and after 30 days, Rs.1.50 lakh plus and Rs.10,000 per day till submission of the petition will be levied if the licensees failed to comply with the regulations.
