Congress govt to launch yet another scheme while older ones await implementation

Hyderabad: Elaborate arrangements have been made by the Congress government for the formal launch of the Rajiv Yuva Vikasam scheme on Monday even as complaints are being lodged over its failure to implement schemes launched earlier effectively.
Congress leaders are apprehensive over the effective implementation of the new scheme. There are concerns among the leaders over the possible backlash from people in the wake of poor implementation and its impact on the party prospects in the ensuing local body elections. These issues are learnt to have been discussed by a few Ministers at the dinner meeting hosted by Chief Minister A Revanth Reddy on Wednesday.
A few Ministers wanted the government to ensure proper implementation of the new schemes. Citing the earlier schemes, concerns were raised over ineffective or delayed implementation of the schemes, Congress party sources said.
On January 26 this year, the Congress government had launched four schemes, including Indiramma Indlu, Rythu Bharosa, Indiramma Atmeeya Bharosa and distribution of ration cards. Initially, it was announced that the schemes would be implemented across the State.
However, taking a ‘U’ turn, the government declared that the schemes would be formally launched in only one village in every mandal for implementation on saturation mode. It has been four months since these four schemes were launched. Yet, save for partial implementation of Rythu Bharosa, complaints are being lodged over the other three schemes.
Under the Indiramma Atmeeya Bharosa scheme, the government had promised to extend financial assistance of Rs.12,000 per acre annually to landless farm labourers. Questions are being raised over the effective implementation of the scheme by the farming communities.
Last month, under the aegis of Rythu Swarajya Vedika, tenant farmers held a meeting with the Agriculture and Farmers Welfare Commission. Many farmers had complained that they were not receiving any assistance from the government despite the promises made to them in the Congress manifesto before the Assembly elections.
As for Indiramma Indlu beneficiaries, many have been complaining that their names were being deleted from the list after being approved in the Gram Sabhas. They even charged that Congress party workers were being accorded priority in sanctioning the houses.
On the other hand, the Civil Supplies department has been continuing to miss the deadlines over the formal launch of distribution of new ration cards. Amidst all these allegations and charges, the Congress government is now gearing up to launch the Rajiv Yuva Vikasam scheme under which beneficiaries were categorized into four groups depending on the loan amount. The subsidy component varies for each group.
Accordingly, nearly 16 lakh applications were filed by youth and the government selected five lakh beneficiaries this year. From June 2, sanction letters are likely to be issued for loans of up to Rs.1 lakh in the first phase.
