Hyderabad: Announcing a series of initiatives and the roadmap for sustained and overall development of Telangana, Chief Minister K Chandrashekhar Rao on Saturday said the State government will sanction Rs two crore to each Minister and Rs one crore per district (except Hyderabad) to be used for development of cities and villages under the Palle Pragathi and Pattanna Pragathi programmes that will kick off on July 1 alongside Telanganaku Haritha Haram.
“The government machinery and the elected representatives should work alongside to ensure that the development of cities and villages in the State is a continuing process,” the Chief Minister said at a high-level day-long District Collectors conference at Pragathi Bhavan here.
The State government, in a Government Order issued in the evening, sanctioned Rs 32 crore at Rs one crore per district (except Hyderabad) to meet the expenditure in connection with Palle Pragathi and Pattana Pragathi in the State, under the scheme Crucial Balancing Fund (CBF) 2021-22.
Stating that the administration should function in a manner that would make Telangana a role model for the rest of the country on all fronts, the Chief Minister said priority should be given to people’s requirements. “Officers should discharge their duties keeping this parameter in mind,” he said.
Chandrashekhar Rao said that as a precursor to the launch of the 10-day programmes on July 1, district administrations and public representatives should create awareness among the people about the importance of these initiatives. “The goals set for these programmes should be achieved,” he stressed.
The Chief Minister was categorical in stating that once these programmes are completed, there should not be even one instance of pending works across the State. He directed the Panchayat Raj department to reinvent itself and work hard since the government has been extending all help. “Despite this fact, there have been some shortfalls in achieving the target, and this needs to be addressed,” he said.
The MLAs and MLCs should spend the constituency development fund only with the approval of the district Minister, he said, and laid out the State government’s priorities and responsibilities. Stating that District Collectors play a key role in the development of cities and villages under their jurisdiction, he suggested that they appoint a competent team and involve them in the developmental programmes.
The State government has always been with farmers and has accorded priority to agriculture sector which transformed Telangana into a major agriculture State in the country, he said, adding that Telangana had subsequently emerged as the rice bowl of the country. “With vast lands coming under cultivation in the State, there was an urgent need to increase the number of rice mill. The officials should focus on processing of paddy that has been procured,” he said, and instructed officials to take steps to increase food processing units across the State. The food processing units should be set up in SEZ that are at least 250 acre and a buffer zone should also be created alongside, he said, and stressed on the need to ensure that permissions for layouts are not given in these areas.
The police and agriculture departments should take stern action against those selling spurious seeds and the District Collectors should use their special powers to crack the whip on such persons.
Directing the officials to chalk out city-wise cleaning profile, the Chief Minister asked the officials to identify retired government and army personnel and utilise their services during the Pattana Pragathi programme. Officials should give at least half a dozen saplings to every house in villages and these saplings should be delivered at the doorsteps.
To address power issues in rural areas, a ‘Power Day’ should be observed when officials should educate villagers and ensure their participation in Shrama Dhanam to resolve such issues. “HT lines running over houses villages should be removed,” he said
Land allocated for public service should be registered in the names of gram panchayats and municipalities, he said. A comprehensive report should be prepared to resolve the Podu land issues, he said, and instructed the Forest department officials to identify the boundaries of 66 lakh acre of forest land across the State that are in the records.
Chandrashekhar Rao also called upon the officials to strive for empowerment of Dalits in the State. Drawing an analogy, the Chief Minister said just as the entire body of a human being gets affected if even one party becomes dysfunctional, any discrimination shown to even one section of people would have an impact on the entire society.
