Mills show negligence in delivery of CMR in Mancherial, Nirmal
The process of CMR has become a tough task for the Civil Supplies department due to lethargy displayed by certain rice millers of the district in returning the grains to the govt on time

Mancherial/Nirmal: Several mills in both Mancherial and Nirmal districts are showing negligence in delivering rice grains to the government.
Officials said that mills were yet to hand over 17,333 metric of custom milled rice (CMR) grains as against the target of 35,162 metric tonnes relating to 2023-24 Yasangi season and 39,346 metric tonnes when compared to the target of 57,981 metric tonnes of grains of 2023-24 Vanakalam season to the government.
They were allocated 1,39,662 lakh and 85, 2667 metric tonnes of paddy produced in the district in Vanakalam and Yasangi seasons, respectively. The mills have not handed over 26,449 tonnes of rice belonging to 2022-23 Vanakalam and 7,308 tonnes of grains relating to 2022-23 Yasangi season to the government so far.
The process of custom rice milling (CMR) has become a tough task for officials of the Civil Supplies department mainly due to lethargy displayed by certain rice millers of the district in returning the grains to the government on time. The millers are citing various reasons in delaying the delivery of the grains including shortage of labourers.
Lack of machines to sort fine rice is also attributed to the inordinate delay in giving back the grains. The millers mill the paddy produce soon after the produce is received in a season. They reportedly sell the rice grains to traders and gain huge profits instead of delivering the grains to the government.
Officials stated that fines worth Rs 51 crore were imposed against 19 mills for delaying the delivery of grains belonging to 2021-22 Yasangi season. Notices were slapped against 20 mills that did not return the grains of 2022-23 Vanakalam season. The paddy is not earmarked to the mills that show negligence in the process of CMR.
Meanwhile, mills should deliver 96,217 metric tonnes of rice as compared to the target of 106,656 metric tonnes of the grains for 2023-24 Yasangi season. They need to return 49,263 metric tonnes of rice out of the target of 95,909 metric tonnes for 2023-24 Vanakalam season.
When asked, Mancherial Additional Collector (Revenue) S Motilal said that the mills were instructed to deliver the rice grains without delay. Efforts are being made to impose fines against those mills who default the grains as per norms. The mills were asked to hand over the grains by September 30.
