Hyderabad: With the BJP-led Union government refusing to buy rice from Telangana State during Yasangi (Rabi) season, Chief Minister K Chandrashekhar Rao reiterated that the State government will neither open paddy purchase centres nor procure paddy from farmers. He wanted the District Collectors and Agriculture officials to go to the field level and explain to farmers about the Centre’s stand in order to protect them from the dangerous precedents being set by the Union government.
Further, the Chief Minister made it clear that the State government would continue its visionary agricultural policies which were unprecedented in the history of Independent India, to strengthen the rural economy of Telangana. He said that advance plans should be prepared for the cultivation of crops for the coming Vaanakalam (Kharif) season. He wanted the officials to promote cultivation of cotton, paddy and sorghum during the monsoon season.
Reviewing progress of various programmes during the District Collectors’ Conference held at Pragathi Bhavan here on Saturday, Chandrashekhar Rao asserted that the Dalit Bandhu scheme will be implemented in a phased manner as assured by the State government in the past. The scheme will be implemented on a saturation basis in entire Huzurabad Assembly constituency as well as four mandals of four SC reserved constituencies in the State. Later, the scheme will be extended to all other constituencies where at least 100 families will benefit during the current fiscal itself.
“The aim of the Dalit Bandhu scheme is socio-economic development of the Dalit community, which was discriminated for generations, and help them live with self-respect. The entire Rs 10 lakh provided under the scheme is a grant that would not only financially support the Dalit families, but also become a social investment and help in further strengthening the State economy,” he added.
Giving a free hand to the District Collectors for effective implementation of the scheme, Chandrashekhar Rao wanted them to understand the mindset of the SCs who were under the impression that they were being deceived for several generations. They were asked to explore all possible avenues for business and employment opportunities to improve the financial condition of the SC families. He asked them to seek advice from the Dalit intellectuals, retired employees and others who were striving for Dalit empowerment.
Reviewing the progress of the division and allocation of employees in new districts as per the new zonal system, the Chief Minister instructed the officials to strictly follow the Presidential Order in this regard. He said effective division of employees, would provide fresh government job opportunities for the unemployed youth. The officials were directed to complete the entire process transparently and submit a report within next four-five days.
The employees already gave their options and the entire process of allocating them to new districts will be completed by December 20. They will be required to report for duty within a week after the allotments are made. Chandrashekhar Rao said new districts were created to make administration more accessible to people living in backward areas and comprehensive development can be achieved only if the employees move to remote villages. He wanted the District Collectors to consider the spouse cases on humanitarian grounds and ensure that they work in the same area for effective results. However, he wanted the officials to ensure that it would not spoil job opportunities for the locals.
