Ordinance on HYDRAA in a month, says AV Ranganath
HYDRAA was constituted by the State government on July 19 early this year through GOMs 99. Though it was constituted through an executive order or executive resolution, it would continue to be a legal entity, said Commissioner AV Ranganath
Addressing at a CREDAI programme here on Friday, he said the required homework for the purpose was under progress. Powers under various acts, including WALTA, Municipal, GHMC or Irrigation Acts would be delegated onto HYDRAA, he said.
“Once the policy document gets approved in the cabinet, then an ordinance will be formulated. In the next Assembly session within six weeks it has to be passed as legislation,” Ranganath said.
HYDRAA was constituted by the State government on July 19 early this year through GOMs 99. Though it was constituted through an executive order or executive resolution, it would continue to be a legal entity. Already someone had challenged in the High Court whether HYDRAA was legal or not, he said.
Lot of bodies like Planning Commission, Cabinet Secretariat, and Law Commission were floated through executive resolution. In our State also, different entities like ACB, Vigilance and Enforcement were formed through government orders, he said.
HYDRAA was basically involved in disaster management and asset protection. Even for a small rain, roads get water-logged and there 141 water points and 343 low lying areas in the GHMC area. This apart, focus would be on protection of government assets like lakes, nalas, parks and common public places earmarked in layouts, he said.
“Let me make things clear, it works like a task force. HYDRAA does not issue any notices and assists local authorities from municipality, irrigation or revenue departments,” Ranganath said.
