Telangana forms committee to review staffing across government bodies, offers hope for SATG outsourced employees
The Telangana government has set up a committee to review staffing across departments, including the Sports Authority of Telangana. The move raises hopes for outsourced employees and could address long-pending staff shortages and employment conditions across various government bodies.

Hyderabad: There is a ray of hope for all those outsourced employees in the Sports Authority of Telangana with the State Government constituting a committee comprising former Chief Secretary Mrs. A. Santhi Kumari, another retired IAS officer Mr. N. Siva Sankar, Mr. Sandeep Kumar Sultania, Principal Secretary to State Government, Mr. M. Raghunandan Rao, Secretary, General Administration Department to review the staff position in all the Government Departments/Corporations/PSUs/Local Bodies/Societies/Universities/ Institutions .
The Committee is expected to review contract and outsourcing appointments having regard to the significant changes in the role, core functions and priorities of the Government Departments over the time.
Accordingly, and in partial modification of the orders issued this committee shall make a comprehensive study induce consultation with the Secretaries to Government and HoDs of the departments and submit its report, inter alia, covering the following aspects,
The Secretariat Department / Head of the Department / Corporations / PSUs /Local Bodies / Societies / Universities / Institutions – wise number of regular posts sanctioned, working and vacant and the need for their continuation, new sanctions, or modifications vis a vis the present priorities, needs and requirements.
The Committee will also conduct a similar study in respect of all categories of temporary services permitted by the Government, including contractual and outsourced services, and any other issues relevant in this regard. The Finance Department will provide the necessary information to the
Committee and also assist the Committee in its above exercise and the Committee may obtain such further information as may be required, from the Finance and the concerned administrative departments for the purpose of the above exercise.
Surprisingly, a recommendation in June 2019 suggesting that the total number of posts allocated to SATG were 232 only out of the sanctioned strength of 557 posts were not at all sufficient for smoothing functioning of the District Administration, Headquarters and as well at newly constructed stadia in various districts of the State.
The Committee may submit its report within a period of 60 days. It may be mentioned here that most of the coaches in the SATG receive a nominal salary of about Rs. 29,000, with no benefits like DA, HRA, or conveyance allowances in most cases. And, a proposal for additional posts required has been prepared on the needy basis but unfortunately the top brass handling the subject ‘deferred’ on flimsy grounds denying justice to the coaches fraternity then itself.
