Hyderabad: The first phase of Dharani, the unique one-stop portal for all matters pertaining to land transactions, went live across the State on Monday when registration and mutation of agriculture properties were taken up and literally completed at the snap of a finger.
Delighted farmland owners and buyers across the State, who had booked slots for the first day of operation, heaped praise on Chief Minister K Chandrashekhar Rao for implementing the path-breaking initiative that did away with cumbersome processes and more importantly, eliminated graft.
The entire essence of the success of Dharani was best brought out by Ethkuri Renuka, a native of Jenda Venkatapur village in Mancherial district, who registered two acres of land she had purchased from a relative in a matter of 30 minutes.
“The entire process of registration was absolutely smooth and unbelievably fast. More importantly, I did not have to bribe any official, a common practice in the past. The officials were friendly and very helpful in completing the transaction,” a visibly happy Renuka told ‘Telangana Today’ after completing her transaction.
“One has to hail the Chief Minister for introducing such a wonderful portal despite facing several problems,” she said, as she made her way out of the office.
Officials too were a happy lot since the online process had relieved them of cumbersome paperwork. Several tahsildars said they were also fortunate to be part of a historic initiative.
The trendsetting revolutionary portal, which is bound to create a popular demand for replication across the country, was inaugurated by Chandrashekhar Rao on October 29.
The second phase, which will see registration and mutation of non-agriculture lands in the State, is expected to become operational in about a fortnight. In the run-up to the launch of the portal, the State government had suspended the registration of agricultural properties which resumed after a gap of two months.
Launching the services of Dharani at Shamshabad Tahsildar Office in Ranga Reddy district, Chief Secretary Somesh Kumar said on day one, 946 persons paid the fee for registration and another 888 farmers booked slots on the Dharani portal for registering their properties at a later date. “Barring some minor technical glitches here and there, the process of registration has been going on very well,” he said, adding that the registrations would be done in a full-fledged manner within two or three days.
The Chief Secretary explained that agriculture property owners could book a slot on the portal by paying Rs 200 at Mee Seva centres or could even book slots with the help of smartphones. He said registration of lands, gift deeds, family partitions, and hereditary assets began on Monday and NALA, old registrations, old mutations and non-agricultural registrations would be announced by the Chief Minister. “Iris scan will be allowed as an alternative if some people have problems with their fingerprints,” he said.
“Details of 1.48 crore acres of lands belonging to 59.46 lakh farmers are uploaded to the Dharani portal. This is a one-of-its-kind exercise in the entire country where registration and mutation will be completed in one place on the same day, in a transparent manner and in real-time,” he said.
