Telangana High Court lifts stay on Sada Bainamas registrations
The Telangana High Court has lifted the 2020 stay on Sada Bainama registrations, allowing the state to proceed under the newly enacted Bhu Bharati Act, 2025. The order came in a PIL challenging a 2020 G.O., which the court deemed infructuous following the new law.

Hyderabad: Chief Justice Aparesh Kumar Singh and Justice G.M. Mohiuddin of the Telangana High Court on Tuesday lifted the interim stay imposed in 2020 on the registration of Sada Bainamas, giving the state government the green signal to proceed under the newly enacted Telangana Bhu Bharati (Record of Rights in Land) Act, 2025.
The order came in a Public Interest Litigation filed by Shinde Devidas of Nirmal district, who had earlier challenged GO 112 dated October 12, 2020 issued by the then government for regularization of Sada Bainamas. A Division Bench of the High Court had, in 2020, stayed the GO.
Advocate General A. Sudarshan Reddy submitted that with the enactment of the Bhu Bharati Act, 2025, the government has been vested with powers under Section 6 to regularize Sada Bainamas. He clarified that applications filed between October 12, 2020 and November 11, 2020 can now be processed, provided applicants show proof of possession for at least 12 years prior to June 2, 2014.
Senior Advocate J. Prabhakar, appearing for the petitioner, argued that most applications filed were by ineligible persons while genuine small and marginal farmers had refrained from applying. He expressed concern that approval of ineligible applications could defeat the very purpose of regularization. After hearing both sides, the Bench held that the petitioner’s challenge to GO 112 had become infructuous as the time limit under the old law had expired. The judges further observed that any challenge must now be made to the provisions of the new Act. Accordingly, the Court lifted the stay orders and concluded the PIL.
