TGCTA opposes inclusion of junior lecturer service in CAS promotions
TGCTA has opposed the inclusion of junior lecturer service for CAS promotions in Telangana government colleges, calling it a violation of UGC norms. The association urged the government to reject the proposal, citing concerns over seniority and constitutional provisions.

Hyderabad: The Telangana Government College Teachers’ Association (TGCTA) on Sunday raised strong objections to the inclusion of services rendered as junior lecturers, who were earlier promoted as degree lecturers, in Career Advancement Scheme (CAS) promotions in the government degree colleges. The association called this move a violation of the UGC norms.
The TGCTA submitted a representation to Chief Minister A Revanth Reddy, Education Department Secretary Dr Yogita Rana and Commissioner of Collegiate Education A Sridevasena, urging them to immediately intervene in the matter.
The issue, according to the association, stems from GO Ms No 10 issued in 2004, which allowed partial counting of junior lecturer service using a formula for CAS promotions in government degree colleges.
Reviving this policy now is unjust, unconstitutional, and contrary to UGC guidelines, it said, adding that as per UGC norms, only service rendered in positions meeting prescribed qualifications, such as PG with NET/SET or PhD, can be counted. However, junior lecturer appointments require only a PG, making their service ineligible for CAS consideration.
The TGCTA warned that counting such service would distort seniority, placing promoted lecturers above direct recruits. It may also violate Articles 14 and 16 of the Constitution concerning equality in public employment. The association urged the government to reject such proposals, uphold UGC norms, and prevent misuse of public funds.
