Bifurcation Act: Telangana raises pending issues at Southern Zonal Council

Hyderabad: Telangana has raised pending issues of Andhra Pradesh Reorganisation Act as well as inter-State issues pertaining to irrigation projects during the 29th meeting of Southern Zonal Council chaired by Union Home Minister Amit Shah at Tirupati on Sunday. The Union Home Minister assured to expeditiously resolve the issues in consultation with other stakeholder States.
Telangana team led by Home Minister Mohd Mahmood Ali and Chief Secretary Somesh Kumar agreed to submit the Detailed Project Reports (DPRs) of Palamuru Rangareddy Lift Irrigation System (LIS) and Nakkalagandi LIS to Krishna River Management Board (KRMB) by January 15 to appraise the Central Water Commission regarding the projects. The State government argued that both the projects were taken up by the erstwhile Andhra Pradesh based on the allocation of all surplus waters to it by the Bachawat Tribunal and Karnataka cannot object to these two projects which were taken up within the entitled share of Krishna waters. The State government pointed out that the issue of allocation of Krishna waters between Telangana and present Andhra Pradesh was being dealt with by the Krishna Water Disputes Tribunal-II (Brijesh Kumar Tribunal) and it will abide by the allocations made in respect of these two projects.
With regards to construction of Rajiv Gandhi Sangambanda Barrage and submergence of the villages/lands in Karnataka, it has been decided to conduct a joint inspection by the officials’ teams from Karnataka and Telangana. On the issue of dues of Rs 3,442 crore payable by power utilities of Telangana to Andhra Pradesh, the officials informed that Telangana has to get Rs 4,457 crore from Andhra Pradesh and it was willing to meet in order to resolve all the pending issues related to bifurcation of power utilities. Accordingly, it was decided to convene a meeting of both the States to resolve the pending payments issue.
On delay in division of properties of Andhra Pradesh Bhavan in New Delhi between Telangana and Andhra Pradcesh, the Union Home Minister directed both the States to resolve the issue expeditiously. With regards to division of the Government Companies and Corporations (Section 53, 68 & 71 and Schedule IX) under AP Reorganisation Act, Telangana has suggested Andhra Pradesh government to examine its objections and communicate the latter’s views at the earliest. On bifurcation of State Institutions (Section 75 and Schedule X) of the Act, the officials assured that the Telangana will abide by the directions issued by the Union Home Ministry earlier as per the Supreme Court judgement. Union Home Minister Amit Shah assured that the tribal university promised under AP Reorganisation Act, would be done expeditiously.
