Telangana employees oppose Andhra officers’ deputation under ‘Red Carpet’ policy
Telangana employees have criticised the Congress government’s ‘Red Carpet’ policy after Andhra officers, including APGENCO’s JV Durga Rao, were deputed to Telangana SPDCL. TGEPAC warns the move could block local promotions and undermine statehood achievements.

HYDERABAD: The Congress government’s moves to extend a ‘Red Carpet’ to Andhra employees are evoking strong objections and criticism from Telangana employees.
Among all the departments, the Energy department has particularly come under scanner for facilitating appointment of Andhra officers in Telangana in the guise of deputation.
Under the inter-State deputation, APGENCO Deputy Executive Engineer JV Durga Rao from Vijayawada, is deputed to Telangana Southern Power Distribution Company Limited (TGSPDCL). Initially, this deputation is for three years as a special case.
More importantly, this deputation is permitted with the consent given by TGSPDCL Chairman and Managing Director. To this effect, the Andhra Pradesh government issued orders on March 20.
Already, a few senior rank officers have been deputed from Andhra Pradesh to Telangana and have been posted in key posts. However, this practice of giving permission to Andhra officers to work in Telangana is being opposed.
This inter-state deputation was not required as there was no such requirement in the department. This was done merely under political influence and the entire exercise would serve as a deterrent for Telangana employees, a Member of Telangana State Power Employees Joint Action Committee (TGEPAC) said.
“On the surface, the deputation of JV Durga Rao as Assistant Director in TGSPDCL may appear as just one case, but it could pave the way for more such cases in the future. Telangana officers’ promotions will get blocked. This defeats the very purpose of statehood achievement,” the Member pointed out.
The TGEPJAC is taking up the inter-state deputation permissions seriously. At present, discussions were being held within the committee and the objections would be raised with the government on such approvals, the Member added.
