Hyderabad: The High Court’s judgement on the Group-I recruitment process has cast a shadow on the Group II and III recruitments.
With the court directing the Telangana Public Service Commission (TGPSC) to re-evaluate the Group-I Main examination answer scripts, hiring of posts under the Group-II and III cadres has come to a pause as of now.
The TGPSC has formulated the recruitment process in a descending order, i.e., filling the high-level post (Group-I) first, followed by Group-II and Group-III posts. This has been designed to avoid any backlogs caused by multiple selections of candidates in different recruitments, as many top-ranking candidates apply for multiple Groups due to similar syllabi and eligibility criteria.
If recruitments are to be conducted in the ascending order, starting with Group-III and Group-II, it could lead to significant backlog vacancies. For instance, if Group-III posts are filled first, it could result in vacancies as top candidates later opt for higher positions such as Group-II or Group-I.
Similarly, Group-II recruitment before Group-I could leave several Group-II posts vacant, leading to several aspirants being left out of the hiring process.
The TGPSC had earlier released Group-II notification for 783 posts and 1,388 posts were notified under Group-III. Exams for the notifications were conducted and results, including the General Ranking Lists (GRL), were announced as well. In fact, the Commission had commenced the certificate verification process for the Group-II posts.
However, in order to avoid backlog vacancies, it is learnt that the Commission is holding off on any further steps in the Group-II and III recruitment process until the Group-I case comes to a logical end. “This is resulting in anxiety among thousands of candidates, particularly toppers, as there is no clear timeline for when appointments will be done,” an aspirant said.
Dealing with petitions filed by aspirants who pointed out that Group-I Main examination for 563 posts was marred by irregularities, the Court set aside the final marks list and GRL, besides directing the TGPSC to re-evaluate the Group-I Main examination answer scripts by applying moderation method and announce the results.
The court gave TGPSC eight months to complete the process and warned that if malpractice recurs, it would direct a complete re-conduct of the Main examination.
