Without withdrawing the Bill, how can the government issue ordinance, asks BJP MP Laxman

Hyderabad: Accusing the Congress government of indulging in vote bank politics, BJP Rajya Sabha member K Laxman charged that the cabinet decision to issue an ordinance for implementing 42 percent BC reservations was yet another ploy to deceive the community.
The Congress government had constituted a dedicated Commission under retired IAS officer B Venkateshwara Rao. “Why was the commission report or details not shared in the public domain?” he asked.
Addressing media persons in New Delhi on Saturday, the BJP MP wondered as to why the Assembly was prorogued hours before the cabinet decision. Why did the Congress government not present the Panchayat Raj amendment in the Assembly, if it was committed to BC reservations, he questioned.
“More importantly, the BC Bill is pending for approval with the President of India. At this point, is there any scope for the Governor to approve the ordinance issued by the State government?” K Laxman asked.
He also found fault with the Congress party leaders for conducting celebrations even before the BC reservations were implemented in the State. “Mere announcement will not suffice. The Congress government needs to prove its commitment,” he said.
Regarding Goshamahal MP Raja Singh’s resignation, the BJP MP stressed that the party did not suspend the MLA but had accepted his resignation.
