It directed the Central Bureau of Investigation's (CBI) director to complete the preliminary inquiry within 15 days and then take a decision on further course of action.
The 66-year-old politician, who was president from 2007 to 2012, was convicted for having tried to illegally obtain information from a senior magistrate in 2014 about a legal action in which he was involved.
"The Congress president must desist from making baseless allegations against the TRS and its leaders since people were not willing to believe them," he said.
Dharma Reddy in collusion with Tahsildar Nagaraju claimed rights over 24 acres of land although he did not possess the land, the ACB officials had maintained.
"You would think that the press themselves, the people who are covering that campaign, would be frustrated by the fact that they're not getting much information... that there's no real access to the candidate on a daily basis."
