Hyderabad: Over 7,000 buildings in the Greater Hyderabad region, which were hitherto registered as residential properties, have been brought under the correct property tax net and declared as commercial establishments by the Greater Hyderabad Municipal Corporation within two weeks.
The massive exercise had all these properties being assessed manually.
Stretches located on Road Number 45, Road Number 10 and Road Number 1 in Jubilee Hills, Wells Fargo circle – Nanakramguda Outer Ring Road exit, Cyber Towers – Raheja Circle and Karmanghat Hanuman Temple – Santosh Nagar Crossroad are some among many stretches where civic body staffers manually visited buildings and converted their category from residential to commercial.
The exercise was taken up following the recent order by GHMC asking property owners to get approvals for the change of usage of building from residential to commercial through self-declaration by visiting the website https://cr.ghmc.gov.in/.
Though the civic body on November 1 set the deadline for self-declaration as December 31, the property tax wing of the corporation simultaneously started physical inspection of buildings to bring the properties under the correct tax net. As part of the exercise, the structures were measured, the category was changed and the property tax was revised.

“All the properties whose usage needs to be converted have already been identified and tax revision is under way at a brisk pace. The activity will continue till all the buildings are covered,” a GHMC official said.
Action against violators
The conversion of properties is being done as the GHMC in July notified 111 roads as commercial roads, in addition to the already notified commercial stretches. Currently all the buildings that are being assessed manually to revise the property tax fall on these commercial roads. The corporation, which has focused on revenue generation, has also decided to act tough on people flouting norms. According to recently drafted rules, in case, self-declaration is not filed within the stipulated time, necessary action for closing/sealing of such premises will be initiated.
10% rebate
Besides enforcement, the corporation also decided to offer discounts to property owners who pay upfront amounts. Unlike residential buildings, commercial establishments also have to pay an impact fee. As per norms, 50 percent of the impact fee should be paid at the time of filing of online application and the balance amount has to be paid on or before March 31, 2022. In case the entire amount is paid upfront at the time of filing of the application, a 10 percent rebate is given to the property owner. The impact fee collected is escrowed into the Strategic Nala Development Program (SNDP) account.
